First, your version of Oracle? There are some bugs that make the removal of these users difficult in 9.2.0.1-3 (If I recall correctly).
Also, look on Metalink, there is a script to run that removes these accounts. http://metalink.oracle.com/metalink/plsql/ml2_documents.showDocument?p_d atabase_id=FOR&p_ida2274.999
I had issues with these ID's when I was testing a full export/import upgrade. The import would fail and crash the database when it reached these built-in accounts.
It is possible to remove the accounts, but without that magic script, I doubt you'll be able to do it even if you don't want to be nice. Simply dropping the accounts won't work (as you've no doubt seen).
