Replies:
It is better to set the failover=on and enable=broken
and also did u check on both listeners side that both
instances are getting registered for the service which
u are using.

I use the following tnsname and is working uptil now.

CMSPRD_BT =
(DESCRIPTION =
  (LOAD_BALANCE = on)
  (FAILOVER = on)
  (enable = broken)
  (ADDRESS = (PROTOCOL = TCP)(HOST =
10.30.0.37)(PORT = 1521))
  (ADDRESS = (PROTOCOL = TCP)(HOST =
10.30.0.38)(PORT = 1521))
  (CONNECT_DATA =
   (SERVER = DEDICATED)
   (SERVICE_NAME = CMSPRD)
   (FAILOVER_MODE =
    (TYPE = SELECT)
    (METHOD = BASIC)
    (RETRIES = 120)
    (DELAY = 2)
   )
  )
)
